I've just been sent a new Billion 7800N router by my ISP. I previously used a Belkin, but this one looks much better.
However, I also had a set up via a home server previously where all devices used static IP addresses and were then handled via iptables. In an attempt to save time and not go around resetting all the static IPs, is it possible to change from the assigned router IP address of 192.168.1.254 (and a range similar to that) to those the Belkin used of 192.168.2.1 (and associated range)?

Yes it is possible to change ip range
log into router usually admin/admin
Click on advanced
Click on configuration
Click on Lan
it should now be on Configuration/Ethernet
and it states parameters and it states ip address 192.168.1.254 change that apply and away you go.
