Wireless Guest / VAP problems

Looking for help with the following weird problem.
Have had a 7800DXL for a couple of years and it's always been great. Used it in conjunction with Virgin Cable Superhub, linked by a powerline connection in different sides of the house. Have both 2.4G and 5G wifi enabled, with the full quantity of allowed wifi guest/VAPs setup on the 7800.
Pretty fed up with the Virgin Superhub so bought an 8900 AX 1600 R2 and set that as my primary router, with the superhub as a modem only. Then linked the 8900 and the 7800 together using the powerline connection. The 7800 has DHCP etc disabled and just functions as a dumb wifi switch essentially.
If I connect to either of the primary Wifi SSID on the 7800 (either the primary SSID defined for 2.4G or 5G), and run Speedtest, I get an acceptable speed (limited by the throughput on the powerline I suspect). As soon as I switch to any other SSID on the 7800, I cannot run a complete speed test, I get a throughput of about 0.01Mbps. However, weirdly, I can then use streaming services like Netflix etc quite acceptably whilst connected to those SSID. I've tried this over and over again, and tried using both my phone and laptop to drive the speed tests, with the same results.
Any suggestions what is causing this?
